Community lauds victim of apparent school prank

WEST BRANCH, Mich. (AP) ? A mid-Michigan community cheered on a 16-year-old sophomore ? the victim of an apparent prank by classmates ? as she took her place with other members of her high school's homecoming court.

Whitney Kropp was escorted by her father and grandfather onto the Ogemaw Heights High School football field Friday night in West Branch, about 140 miles northwest of Detroit.

Kropp was named to the homecoming court of the 800-student school earlier this month, but said she felt betrayed after some students suggested her selection was a joke. She said she had been picked on in the past, but it intensified afterward.

Her story has sparked national interest and on Friday, residents and business owners in the West Branch area turned out to the game to show their support and help take a stand against bullying.

Orange T-shirts ? Kropp's favorite color ? have been sold with the slogan "It's not cool to be cruel."

"It's just so much right now for me," Kropp said Friday night. "I had thoughts about not coming but I actually changed my mind and came out. I just thought maybe I won't have fun. But I'm having a lot of fun right now."

Her gown, jewelry, shoes, hair styling and makeup were donated.

"The kids that are bullying, do not let them bring you down," Kropp told reporters. "Stand up for what you believe in, and go with your heart and go with your gut. That's what I did, and look at me now. I'm just as happy as can be."

Many in the stands, even students from visiting Cadillac, wore orange, as did Kropp.

"It wasn't right what they did to her," said Alexis Dahlstrom, a 16-year-old Cadillac junior. "We wanted her to know that there are people out there who support her."

Dahlstrom and her friends learned about Kropp's story on Facebook.

"Whitney is strong. I don't know that I would have had the courage to go," 15-year-old Ogemaw Heights sophomore Heather Oyster said.

Ogemaw Heights won the homecoming game, 24-21, over Cadillac.

Second-generation Razer Blade review

Razer has made a habit of catching us off guard -- breaking the mold as an accessory manufacturer by building laptops, prototype game handhelds and controller-toting tablets. Their Blade laptop cut through our expectations as well, featuring a beautiful aluminum shell and one of the thinnest profiles of any gaming rig on the market. It had some serious flaws, though: it was underpowered, had minor build issues and simply fell short in the audio department. Its maker, apparently, wasn't deterred: mere months after the original Blade's own debut, Razer is now introducing a successor.

Most of the changes are internal: this model swaps out the original's Sandy Bridge CPU and last-generation NVIDIA graphics for a newly announced 2.2GHz Intel Core i7-3632QM processor and a Kepler-based GeForce GTX 660M GPU. It caught our interest -- Razer had previously insisted its first laptop wasn't built just for power, but for a premium experience. Falling bridge gives a scare, but Carmageddon II goes on

Updated at 5:15 p.m. ET: A big piece of a bridge being demolished fell unexpectedly Saturday during the construction project known as "Carmageddon II," but work was only temporarily halted.

Officials on scene said?a portion of the Mulholland Bridge overpass fell about 4 p.m. local time, but no one was injured.?

Up to that point, other than having to chase some motorists, skateboarders, and walkers off a 10-mile stretch of Interstate 405, few problems were reported in the early hours of "Carmageddon II," officials said.

The stretch of one of the world's busiest freeways was shut down early Saturday, and if all goes according to plan it'll stay that way until the bridge is rebuilt before the Monday morning traffic crunch.

Dave Sotero, a spokesman for Metro, the agency overseeing the $1 billion widening of the San Diego Freeway, said that it's not clear what caused the large chunk of the bridge to fall.


The chunk fell from the eastern span of the bridge onto the slope leading down to the edge of the freeway.

"During the demolition of a huge bridge like this, it's not unusual for pieces of all sizes to come down," Dan Kulka of Kiewit Infrastructure West Co., told NBCLosAngeles.com. "Although we didn't anticipate this large of a piece to come down, this is certainly not unusual.

"As soon as it happened we stopped and ? had our structural engineers analyze it and redevelop the plan. And now we will continue to demolish it," he added.

The work is to widen the bridge itself to expand the freeway below.?

Los Angeles Mayor Antonio Villaraigosa had said Saturday afternoon that work was one hour ahead of schedule.

For weeks drivers have been warned to stay away from the segment of Interstate 405 that is now shuttered through the Sepulveda Pass on Los Angeles' west side for the entire weekend.

If drivers don't avoid the area, officials warn, a city-wide traffic jam could result. But beyond just scare tactics, city officials have been encouraging Southern Californians to get out and enjoy their own neighborhoods on foot, on bikes or via short drives on surface streets.

During a similar closure last year commuters stayed away from the freeway in droves, the shutdown was considered a success, and crews finished the first phase of the work early.

This time, the contractor faces a penalty if the work isn't done in 53 hours: $6,000 per lane of freeway per 10 minutes.

Meanwhile, TV news crews have a plan to avoid a traffic jam in the sky as they cover the shutdown.

Residents complained of low-flying, noisy helicopters hovering nonstop over the region last year.

"It was constant," Richard Close, president of the Sherman Oaks Homeowners Association, whose members live in many of the homes closest to the freeway, recently told The Associated Press. "It was a combination of the news media paparazzi and tour operators taking people who wanted to get a picture of the 405."

Although the area gets its share of paparazzi helicopters because of Charlie Sheen and other celebrities who live in the area, Close said they usually go away when the sun sets. During Carmageddon, however, the area is brightly illuminated overnight so construction workers can safely do their jobs.

This time, local television news directors have plans to pool coverage by using video from a single helicopter making limited flights over the freeway, according to Rick Terrell, executive director of the Radio & Television News Association of Southern California.?

What Bob's lawyer said in court, though, suggests that Zach was the beneficiary in 2011. ACRIS shows gifts of other apartments to the daughter and the other son, so my best guess is that Zach as trustee sued Bob on behalf of himself alone.

No press complaint over UK Prince Harry's naked pictures

LONDON (Reuters) - Britain's royal family said on Friday it would not lodge a complaint with the country's press watchdog over the publication of photographs showing Prince Harry cavorting naked in a Las Vegas hotel room.

Pictures of the 27-year-old prince, third-in-line to the British throne, surfaced in August on a U.S. gossip website and were later published by the best-selling Sun tabloid - the only British title to run the photos.

Harry's office in St. James's Palace said the royals had decided not to pursue a formal complaint given the prince's current deployment in Afghanistan. It said it informed the Press Complaints Commission on Thursday.

By contrast, Harry's brother Prince William and his wife Kate launched a criminal complaint against the photographer who took topless pictures of her while the couple were on vacation in a French villa.

The Duke and Duchess of Cambridge, as the royal couple are formally known, were also seeking damages from French gossip magazine Closer, which first published the photos this month.

They have won an injunction banning the magazine from further publication and ordering it to hand the pictures over to the royal couple.

"Prince Harry is currently focused entirely on his deployment in Afghanistan, so to pursue a complaint relating to his private life would not be appropriate at this time and would prove to be a distraction," a statement from the palace said.

Harry, Queen Elizabeth's grandson, returned to Afghanistan this month to fly attack helicopters in the NATO-led war against Taliban insurgents.

"We remain of the opinion that a hotel room is a private space where its occupants would have a reasonable expectation of privacy," the palace said.

The naked photos proved an embarrassment for the family after a summer of well-received Diamond Jubilee celebrations to mark Elizabeth's 60 years on the throne and royal appearances at the London Olympics.

Downward sales spiral plagues Europe's automakers

Opel hopes its new model, the Adam, will help to reverse the company's 14-year-long long history of losses in the European marketplace.

Despite its miniscule size, the new Opel Adam will make a big splash when it debuts at the Paris Motor Show this week.

Named for the German automaker's original founder, Adam Opel, the three-door auto is the first in a wave of 23 new models the manufacturer plans to bring to market during the next four years ? a product assault parent General Motors can only hope will reverse what is now Opel?s 14th year of sinking deep into the red.

But Opel isn?t the only European automaker in trouble. France?s Peugeot is expected to seek a bailout from the French government. Senior officials at Italy?s Fiat ? partner to Detroit-based Chrysler ? last weekend met with that country?s top government officials to discuss ?strategic options.? And even Daimler AG has cut its earnings forecast and downsized production plans for the rest of the year, warning that the situation in Europe is spiraling downward faster than expected.

The European Automobile Manufacturers Association, or ACEA using its French initials, expects 2012 to bring the market?s worst sales in 17 years.? Industrywide, car registrations dipped 8.5 percent for August. And only Volkswagen, among major manufacturers, posted a sales gain ? largely by including Porsche results in its corporate numbers.?

Sales have been plunging in the southern European markets hardest hit by the Continent?s economic slump, notably Italy and Spain.? But even the economic powerhouse is sliding downward, with ACEA reporting that German registrations dropped 4.7 percent last month.

Jonathon Poskitt, senior automotive researcher with British-based LMC Automotive, says the situation is a ?deteriorating picture? with ?no quick turnaround likely.?

Compared to the U.S. automotive slump of 2008 and 2009, Europe actually isn?t faring so badly. The American market fell from a peak of more than 17 million vehicles in the previous decade to barely 10 million by the time it bottomed out. But there?s a big difference, analysts and industry leaders stress. In the U.S., the industry moved aggressively to respond, largely through factory closings and job cuts. General Motors and Chrysler, in particular, emerged from their own 2009 bankruptcies collectively shuttering a score of assembly and component plants.

By comparison, relatively little has been done in Europe other than sound the alarm. Even before the sovereign debt crisis began, Europe was laden with overcapacity. By some estimates it now has at least eight more assembly plants than are needed.

Fiat did shutter one grossly underutilized facility on Sicily, but other makers are so far only discussing their options.

?I cannot be the guy who cleans up the mess,? Fiat CEO Sergio Marchionne recently grumbled, ?but the mess needs to be cleaned up.?

Part of the problem, Marchionne and others complain, is that German manufacturers have resisted calls for a unified response to the European automotive crisis, especially Volkswagen, which has managed to sidestep the worst of the situation ? and which has declared its intent to become one of the world?s largest, if not the top-selling, automakers before the end of the decade's.

But as the situation worsens, some other automakers are being forced to act even if there are dangers associated with moving unilaterally.

Opel is arguably the most troubled of the European marques with various analysts forecasting that losses for the year will come to between $1.5 billion and $2 billion. Morgan Stanley?s influential analyst Adam Jonas last month issued a report arguing that, "We believe the time has come for GM to find a new home for Opel."

For its part, GM continues to put together a rescue plan, one that will see both the addition of new products and the contraction of production and manpower. But the latter goal is limited by both government regulations and union contracts making it extremely difficult to reduce capacity.

GM Vice Chairman Steve Girsky has won some minor concessions from the normally militant union IG Metall, however, by sharing internal data on the crisis but even then, the union will permit the closing of just one plant ? and only in 2014.

Peugeot is also pushing to close a plant, though the French government is warning that such a move might forestall any aid to the fast-sinking maker.

?The pain needs to be evenly distributed across Europe,? said Marchionne, and a number of manufacturers are now calling for the creation of an automotive czar ? not unlike the one who oversaw the GM and Chrysler defaults ? to bring everyone to the table.? But, so far, that idea has gained little traction on the government side.

And so, for the moment, automakers are frantically searching for individual solutions while unions are looking for ways to minimize the impact on their members and national governments continue to drag their feet.

The biennial Paris Motor Show, which begins with two days of press previews today, could thus be critical to everyone.

The new Opel Adam will be just one of at least 50 to 60 new products planned for introduction at what is formally known as the Mondial de l?Automobile. In more normal times, auto shows have a tendency to excite motorists and spur them to head for showrooms. But whether that will happen this year is uncertain. Shoring up the European economy remains a work in progress, at best, and it?s uncertain new sheet metal can offset the impact of the ongoing negative headlines.

Researchers investigate aggression among kindergartners

ScienceDaily (Sep. 27, 2012) ? Not all aggressive children are aggressive for the same reasons, according to Penn State researchers, who found that some kindergartners who are aggressive show low verbal abilities while others are more easily physiologically aroused. The findings suggest that different types of treatments may be needed to help kids with different underlying causes for problem behavior.

"Aggressive responses to being frustrated are a normal part of early childhood, but children are increasingly expected to manage their emotions and control their behavior when they enter school," said Lisa Gatzke-Kopp, assistant professor of human development and family studies. "Kids who don't do this well, who hit their classmates when they are frustrated or cause other types of disturbances in the classroom, are at especially high risk for long-term consequences including delinquency, violence, dropping out of school, abusing substances and even suicide. Research tells us that the earlier we can intervene, the better the chances of getting these children back on track."

Gatzke-Kopp and her colleagues, who include Mark Greenberg, professor of human development and family studies and of psychology, asked each of the kindergarten teachers in all 10 of the elementary schools in Pennsylvania's Harrisburg School District to rate the aggressive behaviors of their students on a six-point scale with items such as "gets in many fights" and "cruelty, bullying or meanness to others." Using these data, the team recruited a group of high-risk children (207 children) and a group of low-risk children (132 children) to undergo a range of neurobiological measures aimed at understanding how aggressive children experience and manage emotions differently than their non-aggressive classmates.

The team assessed all of the children's cognitive and academic skills using standardized tests that identified the children's developmental level of vocabulary, spatial reasoning and memory. In addition, the team asked teachers to provide ratings of each child's behaviors, including their levels of aggression, disobedience and sadness, as well as their social skills and level of self-control in the classroom.

The researchers also assessed the children's brain functioning using a mobile research laboratory they brought to the schools. Within the mobile lab, the team measured the children's heart rate and skin conductance activity during tasks designed to elicit emotional responses, including showing the children short video clips of a cartoon character in a variety of situations depicting fear, sadness, happiness and anger. The researchers wanted to understand how emotional and physical arousal to different types of emotions differed between children who engage in aggressive behavior and children who don't engage in aggressive behavior, as well as how different children who engage in aggressive behavior react.

According to Gatzke-Kopp, the assessments enabled the researchers to understand how cognitive and emotional processing may contribute to the development of aggressive tendencies. Specifically, the team found that 90 percent of the aggressive kids in the study could be characterized as either low in verbal ability or more easily physiologically aroused. The results will appear in the August 2012 issue of Development and Psychopathology.

"What we may be seeing is that there are at least two different routes through which a child may act aggressively," Gatzke-Kopp said. "Because these are very different processes, these children may need different approaches to changing their behavior."

The first group of kids was characterized by lower verbal ability, lower levels of cognitive functioning and fewer executive function skills.

According to Gatzke-Kopp, children need verbal skills to understand the feelings of others and guidance from adults, and to express feelings without hitting. They also need adequate cognitive and executive-function abilities to manipulate information and to think of alternatives to hitting and fighting.

"This group of kids may be functioning at a cognitive level that is more akin to a preschooler than a kindergartner," Gatzke-Kopp said. "They have a harder time extracting what other people are feeling. They don't have a nuanced sense of emotions; everything is either happy or sad to them. So they might not be as good at recognizing how their behavior is making another child feel. They may literally have a hard time 'using their words,' so hitting becomes an easier solution when they are frustrated."

The second group of kids had good verbal and cognitive functioning, but they were more physiologically aroused. They were more emotionally reactive, and tended to have more stressors in their lives.

"These children may be able to tell you that if somebody pushed them on the playground they would go get a teacher, but the push happens and they kind of lose it and it doesn't matter what they should do, they just act on impulse," Greenberg said. "One possibility is that the threshold for managing frustration is quite low for these kids. So what we might consider a minor annoyance to them is a major threat. When they are calm they function very well, but when they lose control of their emotions, they can't control their behavior."

In the future, the team plans to examine how these different types of children respond to an intervention delivered over the second half of kindergarten and the first half of first grade.

The Pennsylvania Department of Health funded this research. Other authors of the paper include Christine Fortunato, postdoctoral fellow, and Michael Coccia, statistical consultant, both in the Penn State Prevention Research Center for the Promotion of Human Development.

VA Teams Up With American Heart Assn. to Raise Awareness of ...


September 24, 2012 Health and Fitness Event Will Run During Vermont Avenue Farmer's Market WASHINGTON ? The Department of Veterans Affairs will raise awareness of heart disease in women, particularly women Veterans and VA employees, at a ?VA Goes Red? health expo Thursday, Sep. 27, outside VA?s central office at 810 Vermont Avenue. The event will run in conjunction with the FRESHFARM farmer?s market held at the same location from 11 a.m. to 2:00 p.m.

?We are proud to team with the American Heart Association?s (AHA) Go Red For Women movement to raise awareness of heart disease in women Veterans and VA staff,? said Secretary of Veterans Affairs Eric K. Shinseki.

?This event not only highlights our commitment to care for women Veterans, but it?s also a great opportunity to share information about cardiovascular disease and prevention.?

Activities will include healthy cooking demonstrations, fitness classes, health screenings and CPR instruction. VA?s Undersecretary for Benefits Allison A. Hickey and Principal Deputy Undersecretary for Health, Dr. Robert Jesse, a cardiologist, will speak during the programmed portion from noon to 1:00 p.m. AHA President Donna Arnett, Ph.D., M.S.P.H., and chairperson of the Department of Epidemiology at the University of Alabama at Birmingham School of Public Health, will also speak during the event.

?With the number of female Veterans and women in the military rising, and Go Red For Women entering its 10th year, now is the time to unite in the fight against the number one killer of women and advocate for an increase in women-focused research,? said Dr. Arnett.

?Currently, 90 percent of women have one or more risk factors for developing heart disease, so we?re thankful for the opportunity to provide thousands of women with life-saving information about their personal risks through our relationship with VA.?

VA and the AHA announced their collaboration in May. By combining efforts, the organizations can maximize their resources and share Go Red For Women?s messages and tools with women Veterans and VA employees.

The farmer?s market?which opened as a result of First Lady Michelle Obama?s mission to make healthy food options more accessible to the DC population?provides an ideal venue to discuss heart disease prevention strategies, which include exercise and healthy eating.

Women serve in every branch of the military, representing 15 percent of today?s active duty military and nearly 18 percent of National Guard and Reserve forces. By 2020, VA estimates women Veterans will constitute 10 percent of the Veteran population.

Police: Minn. office shooter among 'several' dead

MINNEAPOLIS (AP) ? The shooter who opened fire inside a Minneapolis sign company Thursday was among "several" people found dead inside the building, according to police officials who won't specify how many people were killed.

Police had previously said at least two people were killed and four were wounded, including three critically, during the afternoon shootings at Accent Signage Systems. But during a Thursday evening news conference, Minneapolis Police Deputy Chief Kris Arneson wouldn't confirm the numbers.

"We do have several victims inside that are dead," Arneson said. When pressed to say how many, she said she didn't know and that the investigation could take several days.

She released few other details, including the shooter's possible motive or gender, but said the person who fired the shots died inside the building from a self-inflicted gunshot wound. She said police did not fire at the shooter.

None of the victims' names has been released.

Hennepin County Medical Center was treating four patients from the scene Thursday night, including three men in critical condition, according to a hospital spokeswoman.

Someone from inside the building called 911 around 4:30 p.m. to report the shootings, police said. The first officers on the scene quickly began evacuating people from the business, which is nestled in a residential area on the city's north side, and closed off several blocks.

Dozens of squad cars and SWAT officers swarmed the neighborhood Thursday afternoon, and traffic was stopped on a nearby bridge along Penn Avenue, where officers had rifles drawn and pointed at the business and a park below.

By Thursday evening, police vehicles were still surrounding the business.

People from the neighborhood milled around but deputies kept them back.

Marques Jones, 18, of Minneapolis, said he was outside a building down the street having his high school senior pictures taken when he and his photographer heard gunfire that sounded close.

"We heard about four to five gunshots," Jones said. "We were shocked at what happened and we just looked at each other. We all just took off running to our vehicles."

According to Accent Signage Systems' website, the company makes interior signage and lists its founder as Reuven Rahamim. Phone messages left at the business and at a residential listing for Rahamim were not immediately returned.

The company employed 28 people as of July, according to a feature on the business in Finance & Commerce, a local business publication. The paper reported that U.S. Under Secretary of Commerce Francisco Sanchez visited it in August in a trip focused on exporting, and praised the company for its innovation.

The company developed a patented technology for producing signs in Braille and had licensed out the technology to companies in 38 countries, the newspaper said.

Minneapolis Mayor R.T. Rybak said employees who were working when the shootings occurred were together and being cared for Thursday evening.

"We are deeply sorry about what has happened here," he said, calling the shootings "a horrible tragedy."

(AP) ? Ivan Nova didn't do much to help his case for a spot in the Yankees' potential playoff rotation. If anything, he made New York's path to the postseason a little tougher.

Brandon Morrow and two relievers combined on a five-hitter, pitching the Toronto Blue Jays to a 6-0 victory over Nova and the Yankees on Thursday night that trimmed New York's lead in the tight AL East.

Edwin Encarnacion had three hits and three RBIs. Brett Lawrie hit a two-run homer and J.P. Arencibia added a solo shot as the Blue Jays handed an assist to idle Baltimore, shaving New York's division lead over the Orioles to one game.

The Yankees lost for the third time in five games and wasted a chance to go two up with six to play.

"We know what's at stake right now and we've just got to go out there and keep picking up wins," Nick Swisher said. "We've got a little six-game playoff race."

Making his third start since missing 14 games with a sore right shoulder, Nova (12-8) allowed four runs and six hits in 4 2-3 innings. He walked two and struck out four.

"I'm not pitching the way I want and I'm not getting the result I want, so that's not good," Nova said.

Knocked out in the third inning of his previous start, Nova has not won back-to-back outings since a five-start winning streak from May 25 to June 17. The 87 extra-base hits off him are the most yielded by any big league pitcher.

"He just hasn't had the command, that's the bottom line," manager Joe Girardi said.

Nova insisted he's not worried about his future in New York's rotation, but acknowledged his struggles are starting to wear on him.

"Especially right now, the position we're in, I'm not feeling good about it," he said. "We want to win every day and I'm not doing that."

Morrow (9-7) scattered four hits over seven innings, walked three and struck out three to win for the first time in five starts.

Swisher said Morrow kept the Yankees off balance with an assortment of off-speed pitches, not just a blazing fastball.

"It didn't seem like he was really raring back tonight," Swisher said. "It felt like he was pitching. He was throwing a lot more cutters than I remember, a lot more changeups, breaking balls, things like that, rather than that flat 96 (mph). He did a good job."

Yankees catcher Russell Martin said Morrow was aggressive in the strike zone.

"Every time you're in there it feels like you're behind in the count," Martin said.

It was Morrow's longest outing since returning from the disabled list Aug. 25 after missing 65 games with a strained muscle in his left side.

"You always want to try and finish up strong," Morrow said. "It takes a little while to get back into a groove (after an injury) but I've felt good the whole time."

Brad Lincoln worked the eighth and Darren Oliver finished for the Blue Jays, who have won three of four following a seven-game losing streak.

Morrow got some help from his defense after Robinson Cano's one-out single in the fourth. Rookie left fielder Anthony Gose crashed into the wall to haul in a deep drive from Swisher, then threw the ball into second baseman Kelly Johnson, who doubled off Cano at first.

"(Cano) probably got a little bit too far, but it's a great play by Gose," Girardi said.

Cano doubled to begin the seventh and Swisher walked but Morrow fanned Curtis Granderson, then got Martin and Raul Ibanez to fly out.

Nova ran into trouble after walking Gose to begin the fourth. Lawrie followed with an opposite-field homer to right, his 10th of the season and first since July 22.

Gose led off with a single in the fifth, went to second on Lawrie's groundout and moved to third on a bunt single by Colby Rasmus. That brought up Encarnacion, who drove in both runners with a double into the right-field corner.

Even with the infield drawn in, New York couldn't stop Toronto from making it 5-0 against Derek Lowe in the seventh when Lawrie scored on Encarnacion's grounder to shortstop. Arencibia capped the scoring with a second-deck homer off David Aardsma in the eighth, his 18th.

Blue Jays shortstop Yunel Escobar was greeted with a smattering of boos during his first home game since wearing eye-black with an anti-gay slur. A few fans booed when Escobar's name was announced as the lineups were read before the game. There was a mix of boos and cheers as Escobar batted in the bottom of the first, lining out on Nova's first pitch.

"The three years I've been here in Toronto the fans have been great to me," Escobar said through a translator. "They know how hard I work and I give everything on the field. I made a mistake. I'm sorry for it."

Escobar's subsequent at-bats drew almost no reaction from the crowd of 23,060.

NOTES: New York OF Brett Gardner, who came off the 60-day DL this week after missing 142 games with a strained right elbow, took part in two sets of batting practice before the game. It's the first time he's taken BP since rejoining the team. ... Yankees 3B Alex Rodriguez, who did not play in Wednesday's victory at Minnesota, started at DH. Jayson Nix was at third base. Girardi said Rodriguez could return to third base during this series, possibly Friday. Rodriguez went 0 for 2 and has one hit in his last 16 at-bats. ... To Arthur!

In 1799, after spending 40 years tinkering with various ales and porters at his Dublin brewery, Arthur Guinness decided to dedicate his company solely to the perfection of a single brew: a roasted barley-flavored porter with a creamy head. Two hundred thirteen years later, Guinness? signature concoction is Ireland?s unofficial national tipple?and internationally, Guinness is as synonymous with the Emerald Isle as leprechauns and shamrocks.

But in recent years, fickle youngsters across the British Isles have shown a growing penchant for lagers, microbrews, and fruity alcoholic beverages, unlike older generations, who?ve stayed loyal to ?the black stuff.? That, combined with a recession-driven decline in Guinness sales, led its parent company Diageo to develop a marketing ploy that might rival even Hallmark?s designs on St. Valentine?s Day: In 2009, to mark the 250th anniversary of Arthur Guinness? signing a perhaps slightly far-sighted 9,000-year lease on his St. James Gate brewery, Diageo created Arthur?s Day. The goal of the made-up holiday was to drum up new interest and sales by combining concerts featuring high-profile musical acts with the chance for young people to get pissed on Guinness in the street.

Though its effect on sales trends remains to be seen, the first few Arthur?s Days seem to have worked as far as getting out the crowds (and today?s celebration looks poised to be just as big). For the past three years, on a predetermined Thursday toward the end of September, hundreds of thousands of people have turned up at their local (as the Irish call their neighborhood pub) and at gradually expanding international events, to raise their glasses at exactly 5:59 p.m. and toast ?To Arthur!? (On European clocks, that time is known as 17:59, a nod to the year of Guinness? lease-signing.) The Thursday slot conveniently coincides with student drinking night, and the timing of the toast captures the after-work crowd.

The success of Arthur?s day is unusual. You typically don?t see Nutella fans storming grocery stores on Feb. 5 for World Nutella Day or Patron addicts lining up shots at every bar on National Tequila Day in late July. But Diageo has managed to pack pubs on a day that celebrates Guinness and Guinness alone. That?s largely due to the intense loyalty people still feel for the ?heritage brand,? and the fact that drinking is embedded in Irish culture, says Shane Hegarty, arts editor and columnist for the Irish Times in Dublin. ?There?s a sense of pride even among people who don't drink Guinness,? he says, pointing to the widespread Irish approval that President Obama got when he visited his ancestral town last May and made time for, per Hegarty, ?gobbling down? a pint of Guinness.

Then there?s the immense marketing budget Diageo pours into a global advertising blitz for Arthur?s Day beginning months in advance of the event. This year?s ?Paint It Black? ads have been ubiquitous in Ireland since August. (There?s some irony in the campaign?s play on the expression ?painting the town red,? since Guinness itself calls the true color of its stout ?dark ruby red.?)

Despite Arthur?s Day?s remarkable success, the holiday has had its haters from the beginning, the spiritual kin of those in the United States who belittle candy manufacturers for creating Sweetest Day and other industries for promoting made-up marketing holidays. Hegarty published a story on Sept. 15 calling Arthur?s Day a ?black mark? on Dublin that ?has forced itself onto the calendar like a drunk throwing a threatening arm around the shoulders of a sober unfortunate on the last Nitelink [bus] home,? and he says there was a rush of positive feedback from readers agreeing with him. ?Ireland can be a great nation, but it is time to wise up and lose our ?drunken Paddy? reputation,? wrote Council of State member Ruair? McKiernan in a letter to the editor.

Twitter haters have been even more blunt in their derision: ?I am trying to organise Martyrs Day in Dublin whereby a bunch of us kill ourselves in the city centre so Arthur's Day gets cancelled,? tweeted comedy writer Colm Tobin.

Guinness plays up Arthur?s Day?s musical celebrations in Dublin (ones that just happen to have plenty of pints available) and is sponsoring other, smaller music events in 55 different countries on Sept. 27 and 28 this year. The 2012 headliner musicians in Ireland and the U.K. include acts like Tom Jones, Example, Fatboy Slim, Mika, and Tinie Tempah. Smaller Irish bands also will play at most of the estimated 500 pubs participating in official events across the country. And for every person who checks in on Guinness? Facebook page, Diageo will donate 5 euros to an Arthur Guinness Fund that supports community projects.

Some see a bright side to the corporate-sponsored madness. Irish music blogger Nay McArdle appreciates that Guinness no longer requires tickets to official Arthur?s Day events and is instead devoting resources to surprise musical acts that will pop up all over the country. ?Seeing Tom Jones in your local boozer is a treat few people will ever be prepared for,? she says. But she still believes that the musical aspect of Arthur?s Day is a ?mere smokescreen? for event attendees to ?get blind drunk for the sake of it.?

?There?s nothing responsible about asking people to raise a pint before 6 p.m. and scheduling most of the music to take place later that night,? McArdle says. ?It?s a terrifying sight for unwitting passers-by, many of whom are families or tourists completely unprepared for the sight of pints flying and naked men breakdancing in smashed glass.?

The Standing Committee for Standards Activities (SCSA) under the Industrial Activities Board (IAB) of the IEEE Robotics and Automation Society (RAS) has been actively working with the research and industrial communities and other Standards Developing Organizations (SDOs). A Look at Food and Wine Pairing from Penrose Room Sommelier Greg Shields

One of my favorite things about being a sommelier is the challenge of successfully pairing wine with food so that both are enhanced when enjoyed together. There are many different ways to approach wine and food pairing, but here are a few of the most popular techniques: Try to match similar flavors in both the food and wine. For example: Sauvignon Blanc from the Loire Valley in France tends to have a mild grapefruit citrus flavor that would pair very well with a poached lobster salad served with fris?e and segments of ripe pink grapefruit.

Opposite of the first technique, you can also pair wine with foods that have contrasting flavors. For example, the sweetness of a vintage port contrasts the saltiness of a full flavored blue cheese. Another idea is to choose a wine that contributes complementary flavors to the dish, such as the blackberry, green pepper, and cocoa notes that a California Cabernet Sauvignon brings to a grilled rib eye steak. None of those flavors are found with the steak, but they go well with the rib eye and add another layer of flavor to the dish just like a blackberry, bell pepper, and cocoa reduction would if it were the sauce for the steak.

If all of this seems a bit complex, then there is one rule that if followed will give you a good wine and food pairing most of the time ? to match the weight of the wine with the weight of the food. The weight (or body) of a wine refers to the fullness, concentration, and total mouth feel of a wine. A light-bodied wine would have less concentrated flavor, while a full-bodied wine would be noticeably more concentrated. Weight of food is similar to that of wine, and richer foods generally contain more fat such as cream, butter, or marbled fat like that found in salmon or beef.?

?Cooking techniques also affect the weight of food, for example a poached salmon fillet will be lighter in body than a grilled salmon fillet. Finally, if food is served with a sauce, the sauce can also add weight to the dish. One example would be how a roasted cauliflower salad served with a simple drizzle of extra virgin olive oil would be considerably lighter in body than the same salad served with a cumin and garlic aioli. It is important to consider all aspects of the dish when judging its weight in order to accurately pair wine with it. So let?s see how these techniques really work?. Here is an example of a 3 course wine paired meal that fits well into the fall season utilizing fresh products that are available now from local farmers markets and grocery stores. I?ve also used a few of my favorite wines to pair with that are reasonably priced and available at several places locally.

1st Course Roasted Butternut Squash Soup paired with Piper-Heidsieck Brut Champagne from France. I love pairing dry sparkling wines with creamy soups because the carbonation in the wine helps to cut through the richness of the soup. This particular Champagne also has a more pronounced honey flavor and with its other flavors of yellow apple and toasted almonds, makes a great complementary/contrasting pair with the slightly sweet squash soup.

2nd Course Grilled Colorado Lamb Loin Paired with Gaja Ca? Marcanda Promis Super Tuscan. This Super Tuscan blend, in addition to Sangiovese and Merlot, uses Syrah instead of Cabernet Sauvignon to add flavors of blackberry, cherry, and black pepper to the wine. This wine is rich, but still delicate enough to not overpower the lamb and makes a great complementary pairing.??? Find this wine at The Penrose Room, and local wine shops.

3rd Course Caramelized Figs with Honey and Toasted Walnuts paired with Torres ?Floralis? Aqua d?Or Moscatel.

This late harvest dessert wine is bursting with flavors of roasted orange, honey, and golden raisins. The wine is sweet, but has some good acidity which keeps it balanced and fresh. There are many flavors in this wine that match those in the dessert, making this a perfect fall dessert course. Find this wine at The Penrose Room, Summit, and local wine shops.

I always encourage people to experiment with food and wine pairings while keeping in mind some of the techniques discussed above. If nothing else, it?s a good excuse to eat good food and drink delicious wine. Don?t forget the most important part of it all?..have fun with it!

Army Corps not liable for Katrina damage: court

(Reuters) - A U.S. appeals court has reversed itself and found that the Army Corps of Engineers cannot be held liable in property owners' lawsuits over flood damage during Hurricane Katrina.

More than 400 property owners had filed lawsuits after the August 2005 hurricane, many targeting the Corps of Engineers. The plaintiffs had said the Corps of Engineers had delayed armoring the Mississippi River-Gulf Outlet shipping channel against flood damage due to incorrect scientific decisions rather than public policy considerations.

In an unusual move, a three-judge panel of the 5th U.S. Circuit Court of Appeals in New Orleans on Monday withdrew its earlier ruling in March that had been in the plaintiffs' favor. Monday's ruling came after the federal government sought review of the panel's earlier decision by the full appeals court.

Judge Jerry Smith, writing for the court, said the Corps of Engineers was immune from being held liable for property damage under the "discretionary function exception" to the Federal Tort Claims Act, which governs litigation against the U.S. government.

The exception bars lawsuits against the government for conduct arising from statutes and regulations that do not require an agency's action but involve its discretion.

The 5th Circuit decision reverses a 2009 ruling by U.S. District Judge Stanwood Duval Jr. in New Orleans, who found that the federal government did not have immunity from lawsuits arising out of Katrina's flood damage in 2005.

New Orleans is still struggling to recover completely from the devastation of Katrina, which swept across the city on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage along the coast.

Joseph Bruno, a lawyer for the plaintiffs, said in an email that his clients were "devastated."

"The fact that the judges reversed themselves deserves an explanation," he said. "The decision is a slap in the face of the people devastated by the Corps' gross negligence and an endorsement to the Corps to continue to put considerations of costs ahead of safety."

Major Jenny Willis, a spokeswoman for the Corps of Engineers, said it was "analyzing the decision in anticipation that litigation will continue."
