Professor claims English language makes us save less - Aol Money ...


An American academic's research says that the language we speak directly affects how much money we save.

An American professor has published a research paper in which he claims the language we speak directly affects our ability to save for the future. Professor Keith Chen of Yale University says his research shows native speakers of languages such as English are less likely to save more than people who have a different native tongue.


Professor Chen analysed people in nine countries with identical incomes, education, family structure and countries of birth, but whose first language differed.

His theory centres around what linguists call future-time reference (FTR) in language. Languages such as English have a strong FTR, in that we specify between the present and future when we speak. He cites the example "I (will go, am going, have to go) to a seminar" in English, whereas someone who speaks Mandarin, which has a weak FTR, would say "I go listen seminar".

He concludes that global savings rates by country show that people who speak languages with strong FTR don't save as much because the languages separate the present from the future. Professor Chen believes this causes people "to devalue future rewards".

He said: "If you speak a language that doesn't distinguish strongly between the present and the future, you save a lot more because the future feels closer. If you speak a language that separates present and future events, the future feels more distant, which makes it harder to do things to care for your future self like save money, exercise, and eat better."

His conclusions appear to ring true in the case of the UK, as statistics from the Organisation for Economic Co-operation and Development (OECD) show that we have a total annual savings rate (Government and individual) of 16%. Only the US and Greece, also both strong FTR speakers, save less.

However, both economists and linguists have criticised Professor Chen's findings, saying language only has a tiny influence on a person's future, with cultural behaviour a far more influential factor.

Physicists demonstrate the acceleration of electrons by a laser in a vacuum

Feb. 27, 2013 ? Accelerating a free electron with a laser has been a longtime goal of solid-state physicists. David Cline, a distinguished professor in the UCLA Department of Physics and Astronomy, and Xiaoping Ding, an assistant researcher at UCLA, have conducted research at Brookhaven National Laboratory in New York and have established that an electron beam can be accelerated by a laser in free space.

This has never been done before at high energies and represents a significant breakthrough, Cline said, adding that it also may have implications for fusion as a new energy source.

In free space, a plane-wave laser is unable to accelerate an electron, according to the Lawson-Woodward theorem, posited in 1979. However, Yu-kun Ho, a professor at China's Fudan University in Shanghai, and his research group have proposed a concept of what physicists refer to as the capture-acceleration scenario to show that an electron can be accelerated by a tightly focused laser in a vacuum.

In the capture-acceleration scenario, the diffraction from a tightly focused laser changes not only the intensity distribution of the laser but also its phase distribution, which results in the field phase velocity being lower than the speed of light in a vacuum in some areas.

Thus, a channel that overlaps features of both strong longitudinal electric field and low-laser-phase velocity is created, and electrons can receive energy gain from the laser. The acceleration effect increases along with increasing laser intensity, Cline said. This channel for electrons may be useful for other scientific endeavors, such as guiding an electron beam into a specific region of laser fusion applications, he said.

A possible application of this discovery is the use of laser plasma fusion to provide a new energy source for the U.S. and other countries. The focus of the laser generates a natural channel that can capture electrons and drive them into a pellet that explodes, by fusion, to produce excess energy, Cline said.

With federal funding from the U.S. Department of Energy, a project to carry out a proof-of-principle beam test for the novel vacuum acceleration at Brookhaven National Laboratory's Accelerator Test Facility (BNL-ATF) has been proposed and approved -- a collaboration among the UCLA Center for Advanced Accelerators, of which Cline is principal investigator, Ho's group and the Accelerator Test Facility team.

BNL-ATF is one of the few facilities that can provide both a high-quality electron beam and a high-intensity laser beam for the beam test, Cline said. Ho's group provides theoretical support. UCLA scientists -- Cline, Ding and Lei Shao, a former UCLA physics graduate student of Cline's -- are responsible for the whole experiment and the experimental data analysis.

Simulation research work and hardware design have been done in accordance with BNL-ATF's experimental conditions. The simulation results predict that vacuum laser acceleration phenomena can be observed with ATF's diagnostic system.

Their first patent infringement case claimed six counts of infringement and this current suit claims four new counts of infringement. The four new counts of infringement against Apple were filed in a new lawsuit filed with the court last night. All the patents show that SmartPhone is using four PalmSource Patents as follows:

Cheat on taxes? Not cool, say most Americans

Most Americans don't think it's OK to cheat on taxes.

Americans may make plenty of jokes about cheating on their taxes, but a new survey finds that in reality most don?t think it?s OK to rob the tax man. Or at least, that?s what they?re telling the IRS Oversight Board.

The?2012 Taxpayer Attitude Survey, released Tuesday by the independent oversight board, finds that 87 percent of Americans don?t think it?s OK to cheat on your taxes. That?s a 3 percentage point increase from last year.

Only 11 percent think it?s OK to cheat, either a little or as much as possible.

Perhaps more surprising, 95 percent of Americans said their personal integrity influences them to report their taxes honestly, an 8 percentage point increase from five years earlier.

About 63 percent said they are influenced by fear of an audit, while 70 percent are motivated by third-party information that could show them to be a tax cheat.

The IRS Oversight Board, an independent body created by Congress in 1998 to oversee the Internal Revenue Service?s actions, completed its annual survey of 1,500 Americans last August and September. The survey has a 3.1 percent margin of error.

If they?re going to pay their taxes honestly, most Americans seem to think everyone else should, too.

The survey found that more than 90 percent of Americans think it?s important that the IRS ensures that low- and high-income taxpayers, small businesses and corporations honestly pay their taxes, too.

Those results appear to show that Americans have come to feel more strongly in recent years that everyone should pay their fair share of taxes, and the IRS should vigorously enforce tax laws.

The results come as many Americans are either getting ready to file their 2012 income tax returns, or already have done so.

They also follow a bruising battle in Washington over the so-called fiscal cliff, a series of tax hikes and spending cuts that were scheduled to take effect until Congress reached a last-minute deal.

The fiscal cliff agreement raised taxes for wealthy Americans earning $400,000 or more and allowed taxes on capital gains and dividends to go up. It also ended a payroll tax holiday, meaning that most Americans are seeing more of their paycheck going to the tax man for Social Security and other entitlements this year.

Is inflammation the root of all health evil? - Mother Nature Network

Inflammation is not a disease, but it is a big health problem that appears to be at the root of all sorts of conditions: asthma, allergies, autoimmune disorders and many issues to do with aging.

?

But how does inflammation relate to conditions like heart disease, stroke and cancer ? is it a cause or an effect?

?

Chicken or the egg?

?Acutely we know inflammation is the body?s natural response to an injury or an outside irritation,? says Jaspreet Mundeir, ND, a naturopathic physician based in Walnut Creek, Calif. If we want our body to mount an immune response, and we do, inflammation is what brings needed resources to the area where it fights infection or gets rid of an injury to help in the healing process, she said.

?

If you fall and hit your knee, inflammation occurs. You can also have inflammation in response to a virus or bacteria with congestion and nasal swelling. That?s an inflammatory response to a foreign body. These are examples of acute inflammation.

?

?You can also have chronic inflammation when there is an overreaction by the immune system,? says Christina Shannon, ND, clinical director of naturopathic medicine at cancer treatment centers of America at Midwestern Regional Medical Center. Many autoimmune disorders like lupus and rheumatoid arthritis result in the immune system responding repeatedly to inflammatory attacks.

?

Ulcerative colitis, for example, is a chronic inflammatory process in the colon. Hepatitis is chronic liver inflammation. Arthritis is inflammation in joints, while reflux disease (persistent heartburn) is a chronic inflammation that occurs as a result of acid. We also see inflammation in many cancers and even age-related changes like wrinkles.

?

?It?s when inflammation is prolonged and it becomes chronic that it has a detrimental effect, and the reason is because it causes more damage in the body,? Shannon says.

?

The cycle of inflammation

Inflammation?s role in disease is becoming more apparent. ?When you continually have an immune response and it?s causing damage to nearby tissues, it becomes a self-perpetuating situation where those inflammatory chemicals create more inflammation, which creates more damage, which creates more inflammation,? explains Shannon. It?s not clearly understood why.

?

But is inflammation the original problem or the result of the problem? We don?t quite have the answers yet. Research is beginning to investigate whether catching inflammation earlier could stop the course of disease.

?

?We know chronic inflammation damages arteries, and that can lead to high cholesterol, heart attack and stroke. We know when it depresses the immune system, your body cannot focus on something else going on, like a cancerous tumor,? Mundeir says. So it?s logical that halting inflammation in its tracks will help fight disease.

?

Preventing inflammation

We can eat a whole grain diet with a focus on fruits and vegetables, since that helps bring down inflammation. We can also include omega 3 fatty acids, like coldwater fish, seeds and nuts, and increase dietary fiber. Anti-inflammatory herbs like ginger, curcumin, basil, boswellia and bromelain are all tops for halting inflammation.

?

In addition, limit high trans-fats and omega-6 fats like red meats, dairy products and processed foods with a longer shelf life, like cookies and crackers. Ditto for white carbohydrates like rice and flour. For many people wheat causes inflammation, and eliminating it from their diet helps.

?

There is also a movement called earthing, which studies show help reduce inflammation by directly touching the Earth for 15 minutes daily. ?The Earth has this soothing effect ? basically it?s a huge anti-inflammatory ? like a Motrin,? says Laura Koniver, MD, a South Carolina physician and author of "From the Ground Up."

?

The theory is that negatively charged electrons on the Earth?s crust flow into our body through any skin contact with the Earth and neutralize free radicals that may be responsible for inflammation. To try: stand barefoot in your yard; dewy grass is the perfect conductor, as is wet sand. Lean up against a tree. Slip off shoes on a park bench and place feet directly on the ground. Try to get 15 minutes of Earth contact daily, and longer is better.

?

?The Earth?s crust has a limitless supply of free electrons and that?s what?s missing from our body when we build up chronic inflammation,? explains Koniver. Heck, being in contact with Mother Nature can never hurt.

Are donors paying for access to Obama?

White House spokesman Jay Carney on Monday answered growing questions about whether big donors to President Barack Obama's nonprofit Organizing for America (OFA) are being promised access to the president.

His answer? Well, kind of.

While Carney had responded "no" when Fox News' Ed Henry asked if a recent report "suggests that access to the president is being sold," his explanation sidestepped the issue. He offered instead a string of policy proposals, definitions and a recitation of campaign finance rules.

On Friday, New York Times reporter Nicholas Confessore wrote of an alleged pay-for-access arrangement through OFA: "Giving or raising $500,000 or more puts donors on a national advisory board for Mr. Obama?s group and the privilege of attending quarterly meetings with the president, along with other meetings at the White House."

On Monday, Carney emphasized that the group, which was born out of the president's campaign committee, is an "independent organization"; that administration officials follow rules regarding separation between outside groups and the administration; and that the president supports campaign finance transparency.

When pressed again to explain the reports, Carney referred questions to OFA.

Rural areas struggle to find Internet providers | Maryland Daily Record

ELDERSBURG ? Lush hills and cornfields along acres of land mark Carroll County as a haven for people who want to get away from the city life and compact suburban developments ? but finding reliable and affordable Internet can be a headache in rural areas.

The problem is that many people live away from cable lines which could provide broadband, said Bruce Hall, the owner of Freedom Wireless Broadband. Comcast and Verizon can offer to build a line in order to provide broadband, but the cost to build the line to provide the service is astronomical, Hall said. The broadband company would likely never recoup the costs, Hall said.

?It costs whatever it does to build that network and (broadband providers are) not ever going to make it back in that monthly charge,? Hall said.

It leaves a few options, Hall said. A wireless air card from AT&T or Verizon can be useful in a home without broadband, which is ideal for a light Internet user.

Heidi Sprinkle, who lives on a farm in Hampstead, is not a light Internet user.

The mother of three does design work on the computer and organizes Girl Scout events and communications for a lacrosse team. Her three daughters like to play games on the computer, and her family enjoys streaming Netflix.

?You just burn through it so quickly and any overage usage is phenomenally expensive,? Sprinkle said of using a wireless air card. ?It just didn?t fit our lifestyle.?

She didn?t want dial-up, she said, although dial-up is available in every home because it uses telephone lines. And Sprinkle said she didn?t want DirecTV or any company that tied its television access with Internet access, because she has three young daughters and prefers her daughters to watch public television and Netflix.

Because of the area Sprinkle lives in, her choices are limited, she said.

?We?re in the middle of 300 acres. All my neighbors are four-legged,? Sprinkle said with a laugh.

She signed up for Freedom Wireless Broadband, which serves rural areas in Carroll by creating a wireless hub at 35 different sites around the county. The network equipment sits on top of grain elevators and barns and windmills, Hall said. The hub can connect a network of people, instead of simply serving one customer.

?They call it a grain elevator, we call it a communications tower,? Hall said.

Freedom Wireless Broadband services areas of Md. 26, Sullivan Valley, Gamber, Deer Park, Manchester, Hampstead, Lineboro, Finksburg, Mount Airy and areas of Frederick County. The sites link back together and into Eldersburg where the service comes from, Hall said. Eldersburg has a connection to Baltimore, where broadband flows into the county, Hall said.

In late 2011, the Federal Communications Commission began the Connect America Fund, a national program to modernize its subsidy program for rural telephone service and enable it to expand broadband access in rural areas. The Connect America Fund helps subsidize broadband or phone service in rural areas where providing service can be costly for companies.

Areas aren?t categorized rural just because there is a farm in the backyard though. It depends on whether the local phone company, which is Verizon, in the case of Carroll County, is known as a rural local exchange carrier, according to Mark Wigfield, spokesman for the FCC.

A cost model will calculate the appropriate subsidy down to the census block level, for the cost of providing phone and broadband to a local area. Verizon would then accept the subsidy or decline it. However, the company must accept or decline the subsidies on a statewide basis, even though the subsidies may vary region to region, Wigfield wrote in an email. If the company declines the rural subsidies, other companies could bid to provide the service by using the subsidies offered, Wigfield wrote.

The National Telecommunications and Information Administration began a state broadband initiative to improve information about broadband access. The NTIA and FCC now collect data down to the neighborhood about who has access to broadband and which companies provide it and curate the data on a website called the National Broadband Map.

In Carroll County, 88 percent of the county has access to DSL, through a provider like Verizon, and 91.5 percent of the population has access to cable Internet, such as Comcast, according to the National Broadband Map. The county actually outpaces the nation on cable access, where 87.6 percent of the U.S. has access to cable, but is left behind when it comes to fiber. Fiber offers the fastest download speeds for Internet usage. Nationwide, fiber optic broadband is available to 20.5 percent of the population. Only 0.5 percent of the population in Carroll has access to fiber, according to the map.

Freedom Wireless Broadband would need 240 network sites in order to cover the entire county, Hall said. Freedom Wireless Broadband does not have access to very specific maps of where Comcast and Verizon are, Hall said, so the company mostly finds out about areas that are lacking through potential customers.

?The customers call us,? Hall said.

There are a few options a rural residence has for high-speed Internet: a wireless air card which plugs into a computer, satellite Internet or Freedom Wireless Broadband. For rural residents who live closer to a municipality, working with a retail Internet provider like Quantum Internet Services is also a possibility.

Quantum, or QIS, provides Internet services by piggybacking on the central offices Verizon uses to provide DSL, said Chief Executive Officer Kevin Brown.

Verizon can extend a little less than three and a half miles from its central office to provide DSL, Brown said. Quantum can extend almost to four miles from the central office source, he said.

The farther a person is away from a central office, the less reliable the DSL gets, explained Mike Shelah, a former Quantum employee and senior account executive at Earthlink.

?Instead of having 10 houses on your street, you have 10 houses in your neighborhood. They tend to be too far away from the central office for DSL,? Shelah said.

So while the options exist, most end up with one solution that works for both their bottom line and service area.

?Freedom (Wireless Broadband) is the choice of people who don?t have a better choice,? Hall said.

According to a release from the FCC, the Connect America Fund just completed a comment period for the appropriate cost model of updating rural access on Feb. 15. In August Verizon and AT&T rejected the initial offerings from the FCC for the Connect America Fund. In Verizon?s 2011 annual report, the company wrote of providing rural Internet access through wireless air card services.

The current model for determining the cost of developing the infrastructure is ongoing, according to the release from the FCC.

With Internet service providers working with the federal government on ways to appropriately solve rural America?s Internet access woes, Carroll residents without access to broadband will be stuck waiting.

Ten Chadian soldiers killed fighting Islamists in Mali

N'DJAMENA/GAO (Reuters) - Ten Chadian soldiers were killed in combat in northern Mali's mountainous border with Algeria where Islamist rebels regrouped after losing urban areas to a French-led offensive, Chad's army said on Sunday.

The latest Chadian fatalities came in an area of the Adrar des Ifoghas mountains where 13 Chadian soldiers were killed in clashes on Friday that centered around what one senior commander said was a rebel base of "significant importance". At least 93 rebels have been killed in fighting in the area so far, Chad's army said.

The casualties, the heaviest by African troops since a campaign against al Qaeda-linked Islamist rebels began six weeks ago, highlight risks that the French-led coalition becomes entangled by guerrilla war as it helps Mali's weak army.

"In the course of the clean-up operations, the bodies of 28 other terrorists were found in the combat zone ... Ten more of our soldiers fell," said a statement from the army general staff read on state radio.

"The final toll from the clashes ... and clean-up that followed is as follows: 93 terrorists ... on the side of the enemy. We deplore the deaths of 23 soldiers and 30 wounded," the statement said.

France intervened in its former West African colony last month to stop a southward offensive by Islamist fighters who seized control of the north last April.

After quickly driving the rebels out of major urban areas, France and its African allies have focused on the remote northeast mountains and desert - an area the size of France - that includes networks of caves, passes and porous borders.

They believe some of eight French hostages held by al Qaeda-linked groups are being kept in the area.

Rebels have continued to stage bombings and raids mainly targeting Mali's poorly trained and equipped army in northern cities - including their former strongholds of Gao and Kidal.

In Gao, which has seen a series of attacks over two weeks, French and Malian forces showed journalists arms and ammunition seized since the start of operations to retake the north.

Laid in blazing sun at Gao's airport, now a base for the French, were hundreds of weapons and thousands of rounds of ammunition, from old Russian rockets to shiny Chinese bullets.

How active is India's space programme?
The Indian Space Research Organization (ISRO), which was founded in 1969, launches rockets, builds and uses satellites extensively for earthly applications and has recently started planetary exploration. It tested its first astronaut capsule for atmospheric re-entry in 2007, and is planning to build a residential astronaut training facility. ISRO is also planning a lunar lander mission for 2014 and will launch a mission to Mars this year.

How does your company, Earth2Orbit, fit in with this programme?
We want to commercialise India's space capabilities, in particular the Polar Satellite Launch Vehicle. It is one of the world's most reliable in its class. I want to make it the rocket of choice for international satellite-makers looking to get to low Earth or sun-synchronous orbits. India could build and launch up to six each year, but currently launches only two. We need to step up to full throttle. The same goes for satellites and ground equipment. Over the next decade or two, I think India should be aiming for at least a quarter of the multibillion-dollar global space market, if not more.

What do you think of the way spacecraft for carrying humans are currently designed?
The way the world aerospace industry is set up, it is closely linked to the defence sector ? they share the technology, the tooling and the cumbersome contractual processes. Unlike commercial automobile or consumer-product companies, where the end user is the primary design driver, aerospace companies tend to please government customers. As a result, we often end up with over-engineered, under-designed crew craft with an exorbitant price tag.

How can we improve on these designs?
I want us to push the boundaries of technology and design and build intelligent spaceships ? spaceships that think. Imagine if an international consortium of companies such as Apple, Samsung, Pininfarina, Space X and MIT Media Lab got together to design and build a spaceship! What would it look like? Could it think? Could it self-repair or self-clean? Would it challenge the crew?

The private sector is changing how we get into space. How has the X Prize contributed?
It created a tectonic shift in mindsets and showed how we can accelerate innovation in space exploration without having to spend taxpayer money. The first X Prize led to the first privately funded and designed spaceplane built by Burt Rutan. Then Richard Branson seized the opportunity: if all goes well, Virgin Galactic could fly more people to space in a year than the Russians or Americans have over the past 50 years!

What is next for space travel?
It barely takes 10 minutes to reach low Earth orbit. It probably takes longer for most urbanites to commute to work. I want to be able to "cab it" to low Earth orbit. I am dreaming of private astronaut taxis. The first generation will take paying passengers into orbit. The second generation will ferry us to the moon and Mars.

NKorea warns U.S. commander of 'destruction' over drills in SKorea

PYONGYANG, North Korea (AP) ? North Korea warned the top American commander in South Korea on Saturday of "miserable destruction" if the U.S. military presses ahead with routine joint drills with South Korea set to begin next month.

Pak Rim Su, chief of North Korea's military delegation to the truce village of Panmunjom inside the Demilitarized Zone, sent the warning Saturday morning to Gen. James Thurman, Pyongyang's official Korean Central News Agency said, in a rare direct message to the U.S. commander.

The threat comes as the U.S. and other nations discuss how to punish North Korea for conducting an underground nuclear test on Feb. 12 in defiance of U.N. Security Council resolutions banning Pyongyang from nuclear and missile activity.

North Korea has characterized the nuclear test, its third since 2006, as a defensive act against U.S. aggression. Pyongyang accuses Washington of "hostility" for leading the charge to punish North Korea for a December rocket launch that the U.S. considers a covert missile test.

The U.S. and North Korea fought on opposite sides of the three-year Korean War, which ended in a truce in 1953, not a peace treaty, and left the Korean Peninsula divided by a heavily fortified border monitored by the U.S.-led U.N. Command.

Washington also stations 28,500 American troops in South Korea to protect its ally against North Korean aggression.

South Korea and the U.S. regularly conduct joint drills such as the Key Resolve and Foal Eagle exercises slated to take place next month. North Korea calls the drills proof of U.S. hostility, and accuses Washington of practicing for an invasion.

"You had better bear in mind that those igniting a war are destined to meet a miserable destruction," KCNA quoted Pak as saying in his message to Thurman. He called the drills "reckless."

North Korean leader Kim Jong Un, meanwhile, has been making a round of visits to military units guiding troops in drills and exercises since the nuclear test, KCNA said.

NCAA president Emmert gets vote of confidence

NCAA President Mark Emmert still has the confidence of the association's executive committee, despite several indicators in recent days that some schools are questioning his effectiveness.

The NCAA released a statement Saturday, revealing that the executive committee has "unanimously affirmed" its ongoing support of Emmert. Both the decision to make such a statement - and to do so, without warning, over a weekend - are highly unusual for the NCAA, which has been under fire for some time over the way many high-profile cases have been handled, most recently the long investigation of Miami.

Still, the committee also wants the NCAA to move forward with a total review of the association's policies, and said "subsequent improvement ... is necessary." Their statement comes five days after Emmert himself said he wondered if the committee would consider disciplinary action against him after all this recent tumult involving the association.

"Mark Emmert was hired to lead a major transformation of the NCAA," said Michigan State President and executive committee chair Lou Anna K. Simon. "Much has been accomplished without fanfare, such as academic reforms, enhanced fiscal accountability and organizational transparency. The Executive Committee and President Emmert recognize there is much yet to do and that the road to transformational change is often bumpy and occasionally controversial."

And there is no shortage of controversy right now.

In the past few days alone, University of Miami President Donna Shalala called the NCAA's probe of the Hurricanes "unprofessional and unethical," and presidents of schools in the Mountain West Conference reportedly questioned Emmert's leadership.

The dialogue between Mountain West presidents was reported Friday by CBSSports.com.

"Is it time for the presidents to seek new NCAA leadership or a new organization?" read the Mountain West memo, according to CBSSports.com. "The NCAA has evidenced decisions that focus on trivial and penalize our athletes. The salaries for the NCAA leadership are excessive and an embarrassment to the Mountain West schools. Their decision making is cumbersome and oblique."

Also, Atlantic Coast Conference Commissioner John Swofford said in recent days that his league remains supportive of Miami as its relationship with the NCAA - at least related to the investigation of the Hurricanes - appeared to take a hostile turn.

"Miami's cooperation throughout this process should be commended and they have self-imposed significant sanctions," Swofford wrote in a statement released Thursday. "They've been forthright and diligent in their efforts to fully cooperate with the NCAA and it's time for this case to be brought to closure."

Now, attorney Kenneth Wainstein - who oversaw the review that found major missteps made during the NCAA's investigation of Miami - can begin looking at ways to prevent another rogue case. Emmert has said if they find evidence of wrongdoing is found in other cases, the NCAA will "deal with that."

Either way, the NCAA's move on Saturday was another strange chapter in a strange week.

It started Monday, when Emmert said Julie Roe Lach, the vice president of enforcement - its top cop - would be replaced by private attorney Jonathan Duncan after her role in the botched Miami investigation. That was the same day the NCAA acknowledged it could not use certain findings of the Miami probe, because investigators working the case got information through depositions that were taken under subpoena power, a tool the NCAA does not have.

Miami received its notice of allegations from the NCAA one day later, and Shalala lashed out at the association in response, saying she hopes the Committee on Infractions "will provide the fairness and integrity missing during the investigative process."

The way the Miami investigation went has been just the latest embarrassing blow to the NCAA, which is fending off a number of lawsuits and is the target of sharp criticism in some quarters for the penalties it handed to Penn State following the Jerry Sandusky child sex-abuse scandal.

On Friday, the NCAA said its executive committee held a conference call and decided to reiterate its support of Emmert. The committee meets regularly each quarter, the most recent being at the national convention last month. And on Saturday, they released that support through a three-paragraph statement.

"In short, we demand the highest level of integrity and accountability not only from our peers but also from the national office," the statement said. "While progress has been made, additional important work remains."

Past Political Oscar Wins

This year the big winner at the Academy Awards won't be a specific actor or movie, but a whole category of films. Politically-focused movies like Argo, Zero Dark Thirty and Lincoln are all favored to win at least one Oscar category at Sunday's 85th Academy Awards, with a combined total of 24 nominations. In the spirit of political Academy Award winners, here's a look at some of the memorable past Oscar winners across categories:

The Hurt Locker - 2009 (Best Director, Best Picture, Best Original Screenplay)

Before the Zero Dark Thirty hype, Kathryn Bigelow's claim to fame was being the first woman to win an Oscar for best director at the 2009 Academy Awards. Bigelow won the award for directing The Hurt Locker, which was nominated in nine categories and won another two Oscars for best picture and best original screenplay.

The Hurt Locker chronicles the experiences of a three-man explosive ordinance disposal team who were responsible for the destruction of bombs during the Iraq war. Mark Boal, a former embedded journalist, wrote the screenplay as a reflection of his time with an EOD team in 2004.

Since the EOD team does not typically engage in combat, Bigelow and Boal faced criticism from war veterans about inaccurately depicting the protocol and responsibilities of this type of military unit.

Criticism aside, The Hurt Locker vividly framed the concept of war as a dangerous addiction. While the United States was depicted as being symbolically addicted to war through troop deployment, the movie also demonstrated how war led soldiers to become accustomed to an adrenaline-fueled lifestyle which prevented their return to normal civilian life.

Bigelow's method of presenting controversial political topics continues to gain acclaim at this year's Academy Awards with Zero Dark Thirty.

An Inconvenient Truth - 2006 (Best Documentary Feature, Best Original Song)

Typically, a movie about a guy giving a presentation would be anything but riveting let alone controversial, but Al Gore managed to make a blockbuster out of a slideshow with An Inconvenient Truth. The movie won two Academy Awards for best documentary feature and best original song in 2006..

The setup of the movie is simple. Gore takes viewers through the history of the world's climate changes and features experiences from his own life that made him aware of environmental issues. His narrative is paired with pop culture references, detailed photographs and video clips from environmental science experts.

"The world won't 'end' overnight in 10 years," Gore says in the movie. "But a point will have been passed and there will be an irreversible slide into destruction."

Four years away from the limit of Gore's timeframe, the global warming debate still rages on while both Congress and businesses see the public's growing demand for green energy sources.

The former vice president maintains his reputation as a leading climate-change activist and continues to give talks about the subject.

Bowling for Columbine - 2002 (Best Documentary Feature)

More than a decade before the Sandy Creek Elementary School tragedy, the nation was introduced to mourning the loss of life as a result of gun violence in 1999 with the massacre at Columbine High School.

In response to the shooting, Michael Moore wrote, produced and directed Bowling for Columbine as an attempt to find the cause for widespread gun violence in the United States, which won the 2002 Academy Award for best documentary feature. The film traces many popular theories behind the issue including the impact of the media, weapon accessibility, American culture and government action.

While the film stirred debate between gun control and gun rights activists on Capitol Hill, the most political topic associated with Bowling for Columbine was Moore's Academy Award acceptance speech. After being announced as the winner, Moore rallied the rest of the documentary film nominees on stage to accept the Oscar with him and proceeded to voice his disdain for the Bush administration.

"We like nonfiction, and we live in fictitious times," Moore said. "We live in the time where we have fictitious election results that elect a fictitious president."

Amidst cheers and jeers, Moore continued his speech to specifically target George W. Bush before being cut off by the orchestra.

Although the speech faced an abrupt ending, the issue of gun violence seems to have no end in sight as it continues to be debated between the Obama Administration and Congress.

Milk - 2008 (Best Actor in a Leading Role, Best Original Screenplay)

From Capitol Hill to Hollywood, the topic of gay marriage is often tied to politics. The movie, Milk, depicted this link through the life of gay rights activist and politician, Harvey Milk, who was the first openly gay person to be elected to office in California. Milk was assassinated a few months later in November 1978.

California Sen. Dianne Feinstein was the president of the San Francisco Board of Supervisors when Milk was assassinated and had to announce his death to the public.

Sean Penn portrayed Milk in the film and won an Academy Award for best actor in a leading role for his performance. The film also won an Academy Award for best original screenplay. Penn voiced his support for gay marriage in his acceptance speech.

"I think that it is a good time for those who voted for the ban against gay marriage to sit and reflect and anticipate their great shame and the shame in their grandchildren's eyes if they continue that way of support, " Penn said. "We've got to have equal rights for everyone."

Today, Harvey Milk's legacy continues in politics through constant debates about the legalization of gay rights.

All the Kings Men - 1949 (Best Picture)

Based on Robert Penn Warren's novel of the same name, All The King's Men is a cinema classic that follows the ascent and demise of a southern politician when he becomes involved in corruption and is plagued by scandal. The movie won a 1949 Academy Award for best picture, and was remade in 2006.

As cited by the Modern Library, Warren "never intended for the [story] to be about politics," but popular culture dictates otherwise. Another Academy Award-winning movie, All the President's Men, tipped its hat to its political predecessor, in both its title and topics of political corruption and scandal.

All the President's Men - 1976 (Best Supporting Actor, Best Adapted Screenplay,Best Art Direction, Best Sound)

All The President's Men depicts President Nixon's involvement in the Watergate scandal of 1972. Robert Redford and Dustin Hoffman play Washington Post journalists Bob Woodward and Carl Bernstein as they attempt to put together the pieces of one of the most infamous American political scandals in history.

Although neither Hoffman nor Woodward gained Academy Award nominations, Jason Robards won a best supporting actor Oscar for his portrayal of Washington Post editor Ben Bradlee.

Manchurian Candidate - 1962 (Best Supporting Actress)

Angela Lansbury won a best supporting actress Academy Award for her portrayal of Eleanor Shaw Iselin in this classic cold war political thriller.

The story saw a facelift in 2004, but the original version was preserved in the United States National Film Registry by the Library of Congress due to being "culturally, historically, and aesthetically significant."

Lansbury's character was recognized as one of the top 10 greatest villains in cinema history by Newsweek magazine.

Mr. Smith Goes to Washington - 1939 (Best Writing, Original Story)

Despite only winning one award out of 11 nominations, Mr. Smith Goes to Washington is still highly regarded as one of the best films about American politics to this day.

James Stewart plays the role of Jefferson Smith who is appointed senator and finds himself under the guidance of a secretly corrupt senior senator, Jim Taylor. Taylor tries to corrupt Smith and later tries to destroy his political career through scandal.

A television series based on the movie aired in the 1960s and was loosely adapted in the 1992 film, The Distinguished Gentlemen.

The Candidate - 1972 (Best Writing)

Written by a former speechwriter for Eugene McCarthy, this film follows the campaign of Democrat Bill McKay (played by Robert Redford) as he runs against a popular Republican. McKay is told that he can't lose and can say whatever he wants on the campaign trail. As his approval dips in the polls, McKay must decide if he is going to continue speaking his mind or resort to generic statements.

This classic satire continues to gain relevance with each election cycle, as politicians continue to struggle to find themselves in politics.

JFK - 1991 (Best Cinematography and Best Film Editing)

Nominated for eight Academy Awards, JFK won in two categories for its depiction of an investigation of the assassination of President John F. Kennedy. Kevin Costner plays Jim Garrison, a prosecutor who is suspicious of the official assassination story disseminated by the FBI against a backdrop of iconic Kennedy Administration events.

The film featured an all-star cast including Gary Oldman, Tommy Lee Jones, and Kevin Bacon, but missed awards in major acting roles. Even so, the film had major legislative impact, and its popularity lead to the creation of the U.S. Assassination Records Review Board.

College Degree Help For Veterans Promoted By PainterSANATOGA PA ? What is reported to be bipartisan legislation that would help Pennsylvania veterans earn college degrees is expected to be discussed this afternoon (Friday, Feb. 2, 2013) by state Rep. Mark Painter, who represents Lower Pottsgrove, Pottstown, Limerick and Royersford in the 146th House District, during a press conference in Pottstown.

The proposal being promoted by Painter would establish a ?Combat To College? program at Pennsylvania-operated or -funded educational institutions, including state-related universities and community colleges. He said it would create a ?veteran-friendly educational environment? for degree assistance, according to a press release issued from his Sanatoga office.

The conference is scheduled for 1 p.m. in Room 105 of North Hall at the Pottstown campus of Montgomery County Community College, at the corner of High and Manatawny streets.

Ex-mayor and manager seeks LHS headmaster post

LOWELL -- Former Mayor and City Manager Brian Martin has officially announced he will apply to fill the vacant position as Lowell High headmaster.

"I think the high school is a great school. It's the flagship school for the Lowell Public Schools. I think that I would have an awful lot to offer as a leader of the school," Martin, who is a 1968 graduate of the school, said.

Martin, 62, has worked as U.S. Rep. Niki Tsongas' senior advisor and district director for the past seven years.

He said he has the congresswoman's blessing to apply.

Martin is a former teacher and was the high school athletic director. He comes from a family of educators.

Superintendent of Schools Jean Franco did not renew Headmaster Ed Rozmiarek's contract, which expires June 30.

"I hope I can convince the selection committee that I'm the right person," he said.

FORT ERIE ? The full scope of a debit-card skimming scam that affected countless Fort Erie residents is still not known.

Niagara Regional Police say about a half dozen people filed complaints with them after noticing unauthorized transactions appear on their bank account statements during the past weekend.



But that?s likely just the tip of the iceberg, say investigators, as most people reported the incidents directly to their financial institutions.

Det. Sgt. Paul Spiridi, of the NRP?s central fraud unit, say they are still waiting for the financial institutions to complete their own investigations, after which they will bring send a package of information about the incidents to the police agency best suited to conduct the investigation.

What?s known at this point, said Spiridi, is that the incidents involve unauthorized transactions made possible by use of stolen debit card information, as opposed to customers? online accounts being hacked.

?This is clearly a skim,? said Spiridi.

The information used to access the accounts was likely gained by way of a skimming-device attached to a debit or ATM machine somewhere in Fort Erie.

Just when this happened is not known, but the information needed to skim accounts could have been gathered weeks or months ago.

Such activities are most often the work of sophisticated organized crime groups outside of Niagara.

Information used to siphon money from accounts is sometimes sold to other groups.

There?s likely nothing the cardholders could have done to prevent their information from being compromised as it?s difficult if not impossible for someone using a machine to know if it has been compromised, he said.

?You can?t tell by looking,? said Spiridi.

Spiridi said he?s not yet certain how many accounts were affected or the total dollar loss.

The financial institutions are covering the losses and reimbursing the accounts of their customers, he said.

The cases he knows of involve only Fort Erie residents, but there could be others ? people who used a compromised machine while visiting the area or passing through on the way to the United States.

Spiridi said it?s important for people to regularly monitor their account transactions and immediately report any suspicious activity to their bank or credit union, which is exactly what many of the people in this case did.

Over the weekend and through Tuesday, Bullet News was contracted by numerous readers, who say their bank accounts were compromised.

One victim who contacted Bullet News said he was robbed of $1,000 out of two of his accounts.

?If I hadn?t checked my account online, I wouldn?t have known,? he said.

Others who spoke with Bullet News reported a similar pattern, with withdrawals in the amount of $500, which appears to coincide with the daily cash withdrawal limit of the victims.

Debits on accounts were posted from overseas locations, such as Hong Kong and Malaysia.

Zendesk Hacking Affects Tumblr, Pinterest and Twitter Users

zendesk logoCustomer service software provider Zendesk announced a security breach that affects users of Twitter, Pinterest and Tumblr. Zendesk said that the hacker downloaded email addresses of users who have contacted those three websites for support, as well as support email subject lines. Tumblr and Twitter have notified affected users (see below), while Pinterest is expected to the same. A report on Wired says that some customers may have also had their phone numbers revealed, but passwords, password hashes, and encrypted passwords were not part of the breach.

Monster sunspot swells, threatens solar storms

A colossal sunspot on the surface of the sun is large enough to swallow six Earths whole, and could trigger solar flares this week, NASA scientists say.

The giant sunspot was captured on camera by NASA's Solar Dynamics Observatory as it swelled to enormous proportions over the 48 hours spanning Tuesday and Wednesday (Feb. 19 and 20). SDO is one of several spacecraft that constantly monitor the sun's space weather environment.

"It has grown to over six Earth diameters across, but its full extent is hard to judge since the spot lies on a sphere, not a flat disk," wrote NASA spokeswoman Karen Fox, of the agency's Goddard Space Flight Center in Greenbelt, Md., in an image description.

The sunspot region is actually a collection of dark blemishes on the surface of the sun that evolved rapidly over the last two days. Sunspots form from shifting magnetic fields at the sun's surface, and are actually cooler than their surrounding solar material.

According to Fox, some of the intense magnetic fields in the sunspot region are pointing in opposite directions, making it ripe for solar activity.

"This is a fairly unstable configuration that scientists know can lead to eruptions of radiation on the sun called solar flares," Fox explained.

The sun is currently in the midst of an active phase of its 11-year solar weather cycle and is expected to reach peak activity sometime this year. The current sun weather cycle is known as Solar Cycle 24.

NASA's Solar Dynamics Observatory launched in 2010 and is just one of a fleet of spacecraft keeping close watch on the sun for signs of solar flares, eruptions and other space weather events.

North Korea Video Shows Obama and American Troops on Fire

PYONGYANG, North Korea - According to CBS News, another video has been released by a North Korean pro-reunification government agency. The video shows flames from a fire over footage of American troops and President Obama.

Also, in Korean, the video explains the reason for their recent nuclear test was because of U.S. hostility. This is the second video released this month, the first portrayed an American city being attacked by missiles.

Judge dismisses SEC lawsuit against ex-Siemens executive

(Reuters) - A U.S. federal judge dismissed a Securities and Exchange Commission lawsuit on Tuesday against a former Siemens AG executive who was accused of paying millions of dollars in bribes in Argentina.

The SEC accused Herbert Steffen, 74, a German citizen, and seven other former Siemens executives of paying $100 million in bribes in Argentina, about a third of which were paid after March 12, 2011, when the engineering and electronics conglomerate became subject to U.S. securities laws.

The U.S. regulator said Steffen urged another executive to bribe Argentine officials, but that executive did not agree to pay the bribes until he spoke with "higher ups," according to the decision by U.S. District Judge Shira Scheindlin.

The judge, who sits in the Manhattan federal court, wrote that Steffen's role in the bribes was "tangential at best," and not closely associated enough to do any harm in the United States so she lacked jurisdiction.

The SEC's interest in ensuring that conduct like bribery is punished will not be harmed by dismissing the suit, she wrote, in part because the agency and the U.S. Department of Justice have already obtained remedies from Siemens.

In December 2008, Siemens settled with the SEC, agreeing to be disgorged of $350 million in wrongful profits.

It also separately settled with the Justice Department by pleading guilty to violating sections of the U.S. Foreign Corrupt Practices Act and paying $449 million in fines.

An SEC spokesman said the regulator was reviewing the decision. Steffen's lawyer, Erich Schwartz, said his client was pleased with the decision.

The civil case is U.S. Securities and Exchange Commission v. Sharef et al, U.S. District Court for the Southern District of New York, No. 11-09073.
